After failing in the campaign against Israel: Khamenei's associate appointed to a senior position
Iran's Supreme Leader has announced the appointment of Hossein Taeb as the new commander of the Basij. He previously held this position and served as head of the IRGC Intelligence Organization, but left his post amid severe security failures against Israel.
Hossein Taeb is returning to the position of Basij commander, the paramilitary volunteer force of the IRGC. Taeb is considered a figure very close to the new Supreme Leader of Iran, Mojtaba Khamenei. He left his previous senior position amid reports of a series of assassinations attributed to Israel and intelligence breaches. At the same time, it was reported that his efforts to promote attacks against Israelis in Turkey and other countries had failed. His appointment may indicate a new intelligence approach in Iran.
Iran's Supreme Leader Mojtaba Khamenei announced on Monday six appointments of senior commanders to key positions. While the official appointment of Ahmad Vahidi as commander of the IRGC, for example, only ratifies a known appointment, one selection arouses special interest and may reveal much about Iran in the Khamenei era. Taeb will replace Gholam-Reza Soleimani, who was killed in the recent war.
Taeb headed the Basij in 2008, playing a central role in suppressing the protests following the 2009 presidential elections. Shortly after, he was appointed head of the new IRGC Intelligence Organization. He remained in the position for over a decade, becoming one of the most influential figures in Iran's internal security apparatus. He finished his role as head of Iranian intelligence in the summer of 2022, against the backdrop of an unusual sequence of assassinations attributed to Israel, including the killing of senior IRGC official Hassan Sayyad Khodaei in Tehran and several nuclear scientists.
A New Strategy: Intelligence on the Ground
This time, according to the appointment order, Taeb's mission is broader than the traditional role of the Basij as an organization for mass mobilization. Khamenei ordered Taeb to strengthen the popular intelligence network, improve training, and increase the use of new technologies. The goal is to develop a response to enemy threats based on the people.
The instructions place intelligence gathering at the center of his new role. The Basij has networks spread across neighborhoods, universities, and workplaces. Khamenei also ordered the expansion of Basij activity among various social groups, deeper cooperation with state institutions, and the development of social service networks centered on mosques. Additionally, Taeb is tasked with promoting the Basij's popular resistance model outside of Iran.
Decentralizing Security
Commentators estimate that these instructions indicate an attempt to turn internal security into a more decentralized system that reaches into local neighborhoods and social networks. The goal is to shorten the distance between the "street" and the intelligence services, moving away from a top-down management style.
Taeb's return is notable because he has remained mostly behind the scenes in recent years. Experts note that he possesses unique experience, combining work in the Basij, intelligence, and the inner circle of the Supreme Leader. As infiltrations, sabotage, and intelligence failures have become major vulnerabilities for the Islamic Republic, Tehran is now attempting to build a system where mosques, neighborhoods, technology, and professional intelligence operate as part of a single security mechanism.
