Iran and Russia are currently negotiating a major arms deal that includes the supply of advanced S-400 air defense systems to Tehran, according to a report published by The Telegraph. A senior Iranian official told the newspaper that the talks, which also cover the construction of a new natural gas pipeline, stem from Tehran's urgent demand to rebuild its air defenses following significant degradation from recent US and Israeli strikes.

The disclosure follows a visit to the Kremlin by Mohsen Rezaei, Iran's National Security Adviser and top security official. Rezaei delivered a personal letter from Supreme Leader Mojtaba Khamenei to Russian President Vladimir Putin, formally requesting the advanced defense systems. A senior Iranian source noted that the Islamic Republic remains optimistic that Putin will ultimately approve the transfer, a long-sought objective for Tehran.

Following the meeting, Rezaei stated that critical regional issues were discussed with Putin, alongside substantive talks regarding post-war arrangements and regional security frameworks. The emerging arms agreement directly challenges assertions made by US President Donald Trump, who recently claimed that Russia is providing no meaningful assistance to Iran as part of efforts to justify direct bilateral channels aimed at ending the war in Ukraine.

The urgency for the S-400 system intensified after US and Israeli strikes neutralized existing air defense batteries, exposing sensitive nuclear facilities and high-ranking military infrastructure, including the late Supreme Leader Ali Khamenei. The S-400 system, valued at approximately $1.25 billion, offers a detection range of roughly 400 kilometers and incorporates advanced command, control, and battle management radar components. While Moscow previously hesitated due to concerns over relations with Israel and operational demands in Ukraine, leaked defense industry documents indicate that Russian factories have also been manufacturing specialized helicopter-launched missile equipment for Iran under the K-10 project.
