Israel Fire Services Warn of Paralysis After Prosecutors Move to Indict Officers Over Fatal Rescue
Israel's Fire and Rescue Services warn of operational paralysis after prosecutors moved to indict two former officers over a botched 2023 rescue in Deir al-Asad that killed two firefighters.
The Israel Fire and Rescue Services face profound concern over a potential systemic paralysis following a decision by the Haifa District Prosecutor's Office to indict, pending a hearing, two former officers. The case stems from an August 2023 rescue operation in the local council of Deir al-Asad that turned into a fatal trap, claiming the lives of firefighters Dekel Marciano and Adnan Assad.
This marks only the second time in Israel's history that fire officers face criminal charges over an operational incident, following a 2000 conviction related to a deadly fire at the Hyper Habib store. However, it is the first time officers face criminal negligence charges specifically for flawed tactical judgment in the field.
The prosecution's decision has sent shockwaves through the firefighting apparatus. Officials warn that applying criminal law to operational errors will deter commanders from making critical decisions under pressure, severely undermining rescue capabilities. "Firefighters operate under conditions of extreme uncertainty and 'combat fog,' similar to military units in high-risk operations," the Fire and Rescue Services stated.
The tragic sequence of events began on August 13, 2023, when a young Palestinian boy fell into a deep bell-shaped pit in an olive grove. Fire units, including specialized rescue teams (YALAM), rushed to the scene. According to the investigation and civil lawsuits filed by the victims' families, YALAM officer Yigal ordered firefighter Dekel Marciano to descend into the pit without prior oxygen and toxin monitoring or mandatory breathing equipment. Marciano quickly lost consciousness due to hazardous conditions and poor rigging.
Seeing his colleague in mortal danger, Adnan Assad bravely plunged into the pit without protective gear in a desperate attempt to save him, subsequently losing his own consciousness and life as chaos engulfed the site. While families of the victims demand justice and accountability, citing severe negligence and professional failure by the commanders, the firefighting community emphasizes that commanders acted under intense pressure with the sole objective of saving human lives.
