Green light for Israel Canada's giant project in Ramat HaSharon: Court rejected the municipality's petition

The Tel Aviv District Court rejected yesterday (Monday) the petition filed by the Ramat HaSharon Local Planning and Building Committee against the continued advancement of the "Elco Complex" project, which the company Israel Canada is promoting in the city. The plan, which was published for validation in August 2025, includes the establishment of a new urban district combining residential, employment, commercial, and public areas.

The petition was directed against the decision of the Appeals Committee of the National Council for Planning and Building, which about a year ago rejected the appeal filed by the municipality against the District Committee's decision to approve the plan. During the hearing, Judge Limor Bibi recommended that the municipality withdraw the petition. Following this, the municipality announced yesterday that it was withdrawing its petition and requested that no legal costs be imposed against it. This concluded the proceeding in which it had attempted to delay the advancement of the plan.

In her decision, the judge wrote:

"In light of the petitioner's notice - the petition will be dismissed."

Following the decision, the planning process for the project has finally concluded, and now Israel Canada, controlled by Barak Rosen and Asi Tochmaier, will be able to proceed to the licensing and development stages. The plan applies to the former Elco factory complex, which spans approximately 56 dunams at the eastern entrance to Ramat HaSharon, near the Morasha Interchange. It promotes the renewal of the city's old industrial zone, in the area between HaNeviim and HaHaroshet streets and highways 4 and 5.

As part of the plan, about 600 housing units are expected to be built in buildings of up to nine stories. In addition, it includes about 150,000 square meters of employment and commercial space in four towers of up to 20 stories, which will be connected by podium floors with an active commercial frontage. The plan also includes areas for public buildings, including a school, open public spaces, and community institutions, as well as an area of about 7.5 dunams that will be allocated for a transport terminal and urban uses.

"We are happy that the legal process has ended and it is finally possible to move forward with the realization of the plan, the issuance of permits, and the construction of one of the most unique and high-quality projects in the region. The Elco complex is an example of a complex project that has undergone a thorough and comprehensive planning process for years, and in all planning instances it was found that it serves the public interest. Now, after the last legal hurdle has also been removed, it is possible to focus on what is truly important - the establishment of a new urban district that will combine hundreds of housing units, employment areas, commerce, public buildings, and green spaces, and will contribute significantly to the development of Ramat HaSharon."
