Energy storage systems could soon replace traditional diesel generators as emergency power backups in Israeli residential buildings, offering a cleaner, quieter, and potentially cheaper alternative, according to a recent economic study by the Ministry of Energy and Infrastructure.

The ministry, in cooperation with the Planning Administration, is currently working on amending regulations to allow the installation of battery storage systems instead of mandatory backup generators in shared residential buildings, following a government decision aimed at ensuring the continuous operation of vital systems during power outages.

Cost Comparison Across Building Types

The study evaluated the establishment, operation, and maintenance costs of both alternatives over a 20-year period across three typical new residential building designs. The findings indicate that economic gaps are narrowing, with storage systems already proving more cost-effective in certain configurations.

For a building of up to nine floors with above-ground parking, a storage system is cheaper by approximately 21,000 NIS compared to a generator over the 20-year lifespan. In a building of up to nine floors with an underground parking lot, the storage system costs only about 5,000 NIS more than a generator. Meanwhile, for a building of up to 20 floors with underground parking, the storage cost is higher by about 38,000 NIS over the same period.

Environmental and Operational Advantages

Beyond economic considerations, storage systems offer substantial environmental and operational benefits. Unlike diesel-powered generators, which generate noise, air pollution, and fuel leakage risks, battery systems do not burn fuel on-site, significantly reducing local noise and environmental hazards in densely populated urban areas.

Furthermore, storage facilities provide superior reliability through continuous digital monitoring. While emergency generators are rarely used and depend heavily on periodic manual maintenance, battery systems allow real-time tracking of battery health, inverters, and control mechanisms, ensuring high availability during crises.

Additional Economic Value for Residents

Unlike conventional generators that sit idle until an outage occurs, energy storage systems can generate routine economic value. By adding storage capacity beyond emergency requirements, residential buildings can optimize electricity consumption, lower common-area utility bills, and integrate with local renewable sources such as rooftop solar panels.
