According to the publication, it is intended to ensure financial assistance to those arrested for failing to enlist. As part of the initiative, a yeshiva student who is actually arrested will be entitled to support in the amount of 1,000 shekels for each day of detention.

According to the published details of the program, participation is based on a daily collection of up to one shekel from each member, alongside fixed monthly management fees of 3 shekels. The advertisement states that the initiative is intended to create a mechanism of mutual guarantee within the Haredi public, under the message:

The document also claims that the program operates under the presidency and supervision of prominent judges (dayanim), and features photos of rabbis and judges identified with the initiative. Joining is done through the "Nedarim Plus" system and the contact methods provided.
