A major investigative report published by New York Focus has revealed that Carl Heastie, Speaker of the New York State Assembly, utilized over $1 million in political campaign funds for luxury sports tickets, VIP hospitality packages, and private meetings with sports legends since 2015.

Luxury Perks and Lobbying Connections

The investigation highlights a controversial VIP hospitality package valued at $1,380 provided to Heastie and his staff by Delaware North, a major hospitality and gaming conglomerate, during a Boston Celtics game in March. Less than three months later, the company secured a significant tax break that could save it over $18 million through 2029. While Delaware North maintained that the hospitality suites were legal campaign contributions and that no lobbying took place during the events, watchdogs and ethics experts have raised serious questions regarding potential conflicts of interest.

Escalating Sports Expenses

Financial records indicate a dramatic surge in sports-related expenditures following Heastie's appointment as Assembly Speaker in 2015, jumping from under $5,000 annually to nearly $90,000 per year. The expenditures include hundreds of thousands of dollars directed toward the New York Yankees and Madison Square Garden for playoff tickets, luxury suites, and exclusive meet-and-greets with former sports stars. Former campaign staffers alleged that the gatherings primarily functioned as social outings for politicians, staff members, and personal acquaintances rather than effective fundraising events.

Defense and Legal Scrutiny

Legal experts note that while New York law permits political committees to purchase event tickets, utilizing campaign donations for personal entertainment or misclassifying expenses—such as labeling over $154,000 in sports spending as office overhead—remains strictly prohibited. Responding to the media scrutiny, Heastie defended the expenditures on social media and through his representatives, emphasizing that the sports-related events successfully generated over $10 million in total donations for the Democratic Party.
