"When I understood that the missing persons had arrived in Argentina, I carried out a quick investigation": Two days after the police representative who found Meli and Liel Yahalomi in Buenos Aires became an internet sensation, the police published a video of Superintendent Walter Alejandro Kogan, an Israel Police agent in South America, in which he describes the sequence of events.

"Israel Police representatives, deployed all over the world, work with law enforcement agencies to promote international activity, as part of a global protection infrastructure that operates within the Intelligence Division," explained Walter. "The representatives work to strengthen operational capabilities against criminal organizations, and in the case of the missing persons, we also carried out an activity for a quick closure of the circle."

According to him, immediately upon understanding that the mother and daughter had arrived in Argentina, he carried out a quick investigation:

"I understood that they were traveling outside of Buenos Aires. I traveled in an operational manner together with colleagues from the Argentine police and Interpol - and reached the missing persons. I identified myself to them, and verified that there was no danger to their lives, or that a criminal offense had been committed."

He added that additional forces took part in the activity itself, under the coordination of the Department for Operational Existence in the Intelligence Division, and concluded: "In the end, a happy ending, and that is what is important."

Walter was the one heard in the police video that documented the locating of Meli and Liel Yahalomi: "Hi Meli, hi Liel, I am Walter, the police representative in South America, is everything okay? From the Intelligence Division of the Israel Police. I want to ask you a few questions. We were very worried about you, okay? I am getting everyone off the bus and then we will talk."

Walter, who lived in Be'er Sheva, was until a few years ago the investigation and intelligence officer of the Arad police station, with the rank of Major, before he was promoted to the rank of Superintendent and appointed as the Israel Police representative in Latin America. At the Arad station, Walter often dealt with property crimes, including break-ins to rooms at the Milos Hotel at the Dead Sea, or the break-in to the Gur Hasidic synagogues in the city. He was also involved in the investigation of a citizen who committed an indecent act against an 11-year-old girl at a mall in the city.
