Tira Advances First Major Urban Renewal Project with 250 New Apartments

The first urban renewal project in the city of Tira, and one of the first in the Arab sector, is scheduled to be submitted for deposit tomorrow to the National Committee for Planning and Building of Preferred Housing Areas (VATMAL). The initiative focuses on municipal land where a previous housing venture failed decades ago, with plans now underway to construct approximately 250 new apartments.

The municipal-owned land spans 26 dunams in the center of the town and has remained stalled for years. Approximately 30 years ago, the Tira municipality advanced a housing plan for 120 young couples who purchased apartments on paper. Shortly after construction began, the developer went bankrupt, leaving concrete skeletons that over the years became an eyesore, a focal point for criminal activity, and accumulated heavy debts.

Resolution and New Construction

New construction is now made possible after the court approved a settlement with the liquidator, allowing compensation for both the original apartment buyers and the project creditors. Currently, the site contains four unfinished 3-4 story skeletal structures and an old public building that formerly served as an elementary school. All these structures are slated for demolition, to be replaced by about 250 housing units, 1,500 square meters of commercial and public spaces, a public park, and a new street grid.

The development will combine self-building of five-story residential structures intended for extended families alongside five eight-story residential buildings developed commercially with ground-floor retail fronting the main street. The site was declared a preferred housing area nine months ago and has rapidly advanced to the deposit stage through VATMAL.

Guri Nadler, Head of the Planning Division at the Government Authority for Urban Renewal, stated that the new plan serves as an integral part of downtown Tira:

«This is an important and unique plan, as it involves a project that failed in the past, leaving behind an abandoned structure that attracted criminal activity and accumulated debts. Thanks to the joint efforts of the Urban Renewal Authority, the Tira municipality, and the court-appointed liquidator, the site will transform, enabling debt repayment and compensation for the original apartment buyers.»
