More than 70,000 cars and 400 million shekels: These are the winners of the state insurance tender

Phoenix, Migdal, and WeSure have won the tender issued by the Accountant General's Department at the Ministry of Finance for the insurance of private vehicles for state employees, retirees, and IDF career soldiers for the year 2027. According to the Ministry of Finance, more than 70,000 vehicles will be insured under the tender, with an estimated financial scope of more than 400 million shekels.

This is the first time the tender has included IDF career soldiers, and according to the Ministry of Finance, thousands of career personnel are expected to join the arrangement through it. The tender does not refer to the government vehicle fleet, but to the private vehicles of those eligible for the arrangement. State employees are not obligated to insure their vehicles through the companies that won the tender.

Under the new tender, insurance companies will be able to determine the deductible based on the insured's characteristics and insurance history, so that drivers with low-risk characteristics can receive preferential terms. In addition, those with an optimal insurance history will be offered the option to purchase coverage that grants a full exemption from paying a deductible. The policies will also include an extension for towing and roadside services and the option to purchase insurance for a young driver based on the number of days they use the vehicle.

The Ministry of Finance notes that the process of joining the arrangement is currently carried out mostly digitally. According to data from the Accountant General, in 2026 about 66% of employees who joined the insurance did so independently through the online system, without contacting service centers. After joining, the policy can be generated digitally to a computer or mobile phone.

Eli Bitan, Senior Deputy Accountant General and Chairman of the Tender Committee, stated that the increase in the number of insured persons and the interest of additional bodies in joining the tender testify, in his words, to the success of the model.

"The ever-growing scope of insured persons, alongside the high demand from bodies to join the tender, testify to the success of the model — both at the service level and in the economic savings for the state budget," he said.
