Links to Terrorist Entities Under the Guise of Human Rights: What Lies Behind Anti-Israel Organizations?

The Ministry of Diaspora Affairs and Combating Antisemitism published a new study this morning (Monday) that exposes the funding mechanisms, patterns of activity, and network of connections of about 20 delegitimization organizations operating in the USA. According to the report, the organizations examined raised more than 250 million dollars together between 2020 and 2025, mainly through donations.

In some cases, according to the ministry, direct or indirect links were found to entities involved in terrorism, incitement, and illegal activity.

The ministry claims that the organizations operate under the frameworks of civil society, human rights, or educational activity, but in practice promote campaigns of delegitimization against Israel, incite violence, and maintain ties with organizations declared as terrorist organizations in Israel, the USA, and Europe.

The report is based on cross-referencing information from public, regulatory, and legal sources, and presents recurring patterns of cooperation and money transfers through intermediary entities and coordinated campaigns between the various organizations.

A conduit for transferring resources

Within the report, financial patterns were identified that indicate the use of, apparently, legitimate donation mechanisms for the purpose of transferring resources to delegitimization and incitement activities. The report points to patterns of coordination between organizations, joint campaigns, and large-scale public and advocacy activity, which sometimes exceeds the boundaries of legitimate discourse and may contribute to radicalization, incitement, and even violence.

According to the findings, some of the funds passed through intermediary entities that served in some cases as a conduit for transferring resources to entities with ties to terrorist organizations. The report analyzes the modes of operation, sources of funding, and possible direct or indirect connections of those organizations with entities involved in incitement, terrorism, or other illegal activity.

Among the organizations appearing in the report:

1. American Muslims for Palestine (AMP) — it is claimed that the organization maintains ties with entities that have been outlawed, and participates in conferences alongside Hamas and Popular Front activists.

2. Palestinian Youth Movement (PYM) — expressed, according to the report, support for the October 7 massacre.

3. Council on American-Islamic Relations (CAIR) — it is claimed that it has a connection with senior officials in organizations that were linked in the past to the Hamas terrorist organization.

Also mentioned in the report, among others, are a series of organizations, each of which is attributed with various ties to radical elements, anti-Israel activity, or support for organizations defined as terrorist organizations: Students for Justice in Palestine, Jewish Voice for Peace, Al-Shabaka, Al-Awda, ISNA Legal Palestine, Adalah-NY.

It is emphasized in the document that there is no connection between Adalah-NY and the Adalah organization in Israel. The Ministry of Diaspora Affairs clarifies that they intend to pass the findings to additional law enforcement agencies in the USA and continue monitoring the organizations' activities. According to them, the goal of the research is to provide the authorities in the USA with a factual infrastructure that will allow for the examination of the organizations' activities and their sources of funding.

Examining enforcement measures

Following the publication of the report, the Minister of Diaspora Affairs and Combating Antisemitism Amichai Chikli appealed to members of committees in the US Congress and to the US Department of Justice with a request to examine enforcement measures against the organizations.

"We continue to expose the true face of 'innocent' civil society organizations, which in practice support terrorism and incitement against the State of Israel," he said. According to him, "the era of the double game, in which organizations could support terrorism and at the same time hide behind an 'innocent' and 'civil' facade, has come to an end."

The ministry's CEO, Avi Cohen Scali, added that "these are organizations that are exempt from taxation under US law and are prohibited from conducting any political activity. In practice, these organizations promote an anti-Israel agenda, subversive antisemitic activity, delegitimization, and incitement to terrorism. The ministry will continue to work to expose the connections between these 'innocent' civil organizations and terrorist organizations."
