Ministry of Transport Launches Refund Campaign for Millions of Israelis
The refund campaign is now underway, allowing passengers who paid for periodic subscriptions to receive compensation for days when public transport was limited. Refunds can be claimed until December 31, 2026.
Almost six months have passed since the "Roar of the Lion" operation, which led to a significant reduction in public transport activity across Israel. The Ministry of Transport has announced the launch of a refund campaign for passengers who held periodic subscriptions and were unable to use them fully during the operation.
The campaign began on Sunday, August 16. Passengers who paid in advance for periodic subscriptions are eligible for compensation based on the number of days public transport services were affected.
The refund is available to holders of "Hofshi Hodshi" (monthly unlimited) passes, as well as students who held an annual subscription or a subscription for the second semester of the 2025/2026 academic year. The refund amount is calculated automatically based on subscription data. Claims can be submitted until December 31, 2026.
"Hofshi Hodshi" holders may choose from the following options:

Loading a "Hofshi Yomi" (daily unlimited) pass for the relevant number of days.

A discount on the purchase of a new "Hofshi Hodshi" pass.

Loading "stored value" onto a Rav-Kav card equal to 70% of the value of the days service was reduced.
Holders of annual student subscriptions or second-semester passes are also offered various redemption options, including a discount on a student subscription for the 2026/2027 academic year (for those continuing their studies) or "stored value" equal to 70% of the value of the relevant days.
Refunds can be claimed via "HopOn", "Rav-Kav Online", charging terminals nationwide, or by ordering a charge to a compatible device. Additionally, charges can be requested by calling 03-7207406.
