Tower Semiconductor, the chip manufacturer from Migdal HaEmek managed by Russell Ellwanger, has announced an expansion of its cooperation with OpenLight to advance the next generation of optical communication chips.

At the core of the announcement is a new development tool (a Process Design Kit, or PDK) from OpenLight, which will now be available within the design environment of the software giant Cadence. In simple terms, engineers designing complex optical chips will be able to do so faster and more easily on Tower's platform, shortening the path from design to production.

The technology at the center of the announcement is Silicon Photonics, which transfers information using light instead of electricity. This addresses a critical bottleneck in the artificial intelligence revolution: the massive data centers training models like those of OpenAI and Anthropic require the ability to move vast amounts of data between chips at tremendous speeds without wasting energy.

Tower's platform, which integrates InP components within a silicon chip, is designed specifically for this need. This expansion strengthens the company's position in the AI supply chain—the same narrative that boosted the stock by 334% over the past year.

Despite the positive news, investors are reacting coldly. On Wall Street, the stock is trading with a slight decline of about 1%, while in Tel Aviv, the drop is sharper, at approximately 5%. Most of the local decline reflects a negative arbitrage gap rather than panic, serving as a technical adjustment to the US price.

The lukewarm response comes just a week after Tower published the strongest quarter in its history: record revenues of $460 million, a 95% jump in net profit, and a forecast of $520 million for the next quarter. When a stock already prices in years of meteoric growth, even additional good news is met with indifference; investors are now looking for a new surprise to justify further appreciation.

Tower is a core component of the TA-35 index, meaning it is held in almost every index fund and pension fund in Israel. This implies that even those who have never purchased individual stocks are invested in the company through their retirement savings. With a market value of approximately 84.5 billion shekels, Tower is a major driver of the Israeli flagship index, and its fluctuations are reflected in pension reports.

"The combination streamlines the development process and the transition from design to production on Tower's Silicon Photonics platform."

The solution supports the development of next-generation optical communication solutions, including NPO and CPO architectures for AI infrastructures and high-performance applications."

"The addition of the OpenLight design kit to Cadence's suite is a significant milestone, as it enables highly efficient design of photonic chips by integrating and optimizing optical and electronic components in a single environment," said Gilles Lamente, a senior expert engineer at Cadence.
