"The equipment purchased and used for administering the drips indicates that, at the very least, the accused committed an offense of attempting to use a prohibited method to gain an unfair advantage over rivals," the document states.
The Association highlights that the procedures were allegedly performed without consultation with qualified medical professionals, without medical justification, and without an orderly protocol, thereby endangering the players' health and future careers. It is further claimed that senior club officials were aware of the prohibited nature of these actions but failed to prevent them.
One of the most severe allegations concerns the obstruction of justice. The Association claims the club actively coordinated false testimonies and attempted to influence witnesses. Furthermore, the indictment notes that Tiberias failed to fulfill obligations from a previous plea bargain regarding a 'double contracts' case, which is cited as an additional aggravating factor.
