The Israeli real estate market is grappling with a profound crisis, marked by aggressive financing promotions from developers, plummeting stock prices, and surging housing costs. Amid political uncertainty, developers are resorting to unorthodox measures to attract buyers, including zero-equity deals and deferred payment plans.

Developers Offer Radical Financing Amid Market Slump

Major real estate firms are launching unprecedented promotional campaigns to stimulate sluggish demand. Aviv Melisron is offering apartments with zero equity, bypassing Bank of Israel regulations by leveraging existing assets. Meanwhile, Gindi has introduced a deferred payment scheme allowing buyers to move in immediately and pay the balance in 10 years, complete with an exemption from the consumer price index linkage.

Concurrently, industry executives are increasingly vocal about structural labor shortages. Ran Yanai, CEO and owner of construction firm Z.P., argued that the incoming government must allow Palestinian construction workers back into the country for the first time since October 7 to pull the sector out of its paralysis.

Policy Clashes and Regulatory Pressures

Ministry of Construction and Housing Director-General Yehuda Morgenstern urged developers to submit lower bids for state land auctions to help cool housing prices, admitting simultaneously that the state rental market model has collapsed. Meanwhile, the Israel Tax Agency is reportedly advancing a proposal to levy income tax on residential rentals from the very first shekel, a move critics warn will ultimately penalize tenants.

In the Tel Aviv commercial real estate sector, WeWork signed a major lease agreement with Amot Investments and Gav-Team for four floors in the ToHa2 luxury tower, valued at approximately 18-million-shekel, closely following a comparable deal by Salesforce.
