Public Housing Inventory Stabilizes in 2025

The 2025 Housing Division Report issued by the Ministry of Construction and Housing reveals that 106,349 low-income households received monthly rent subsidies on average throughout the year, with a total annual expenditure of approximately 1.511 billion shekels. Dedicated assistance programs were also deployed for vulnerable populations, including the homeless and new immigrants.

Discounted Housing Preferences for Reservists

During the past year, 151,874 households registered and obtained eligibility for the "Discounted Apartment" (Dirah Be-Hanaḥah) program, including 43,895 reservists, of which 19,502 were combat reservists. In the program's tenth lottery held in August 2025, nearly 135,000 households participated. Throughout the year, priority quotas for reserve soldiers were expanded significantly: from 10% to 20% in central regions, and from 15% to 50% in national priority areas. A total of 3,503 active reserve soldiers won apartments through the initiative.

"The Housing Division report reflects activities that directly touch the lives of hundreds of thousands of households in Israel. In 2025, we expanded aid tools, invested in public housing maintenance, promoted rights awareness, and improved public service," stated Ministry of Construction and Housing Director-General Yehuda Morgenstern.

Public Housing Recovery and Urban Renewal

For the first time in over more than a decade of consistent decline, the downward trend in public housing inventory was halted, registering a moderate increase to close the year at 47,299 housing units. Concurrently, the average waiting time for an apartment dropped from 44 months to 38 months, driven partly by stable and secure rental schemes. Furthermore, between 2021 and 2025, 6,386 public housing apartments were integrated into approved urban renewal projects.
