The Holon Municipality has filed an unprecedented civil lawsuit of 3 million shekels at the Tel Aviv District Court against the company Bino Center, which operates a car wash on HaMerkava Street, and its owners.

The legal action follows repeated offenses involving the employment of undocumented workers, marking a strategic shift to impose direct financial liability on employers for the consequences of their violations. According to the municipality, the lawsuit aims to expand municipal enforcement tools beyond standard fines and closure orders, seeking compensation for public resources spent on policing, inspection, and security.

The lawsuit stems from an incident in March 2025 when at least four undocumented workers were found employed at the facility, resulting in a 30-day administrative closure order. Despite this, a subsequent police inspection in January 2026 uncovered similar violations, leading to a second closure order under aggravating circumstances.

Holon Mayor Shai Kinan emphasized the significance of the measure:

«The employment of undocumented workers endangers public safety, and we have no intention of compromising on this issue. This unprecedented lawsuit marks another significant step in our fight to restore public order and governance.»

Kinan added that the municipality is deploying a comprehensive array of tools, ranging from increased security patrols and smart cameras to strict enforcement against illegal waste dumping, delivering a clear message that lawbreakers will face financial accountability.
