Public transport operators Tnufa and Dan Beersheba received low scores in a report published by the National Public Transportation Authority, headed by Idan Moalem, covering the semi-annual monitoring and rating indices for the first half of 2026. Published biannually, the report evaluates service levels nationwide, monitors compliance with tender conditions, and incentivizes performance improvements.

This latest report comes amid strict enforcement policies led by Moalem, which raised the weight of the service quality score in tenders from 52% to 65%. Consequently, operators with low quality scores lose eligibility to compete for new tenders, prompting companies to fiercely contest every point in the ratings.

According to the data, the national average operator score rose slightly by 2.3% to 76.96 points compared to the previous report. Regional councils and smaller companies dominate the top of the table: Eilot Regional Council ranks first with 88.69 points, followed by Golan Regional Council with 87.05 points, and S.A.M. operating in the Nazareth area with 85.66 points.

Among major companies, Electra Afikim stood out with a 9.94% improvement, reaching 84.62 points, while Egged, the country's largest operator, ranked 10th with 82.18 points. At the bottom of the weighted ranking sits Tnufa with 50.89 points, an 8.82% drop following poor service in Judea and Samaria and Beit Shemesh clusters. Discussions are currently underway for Dan to acquire Tnufa to improve services in the Jerusalem corridor.

Dan Beersheba also saw a sharp decline, plunging 13.25% to 63.49 points. Other operators falling below the national average include Extra Jerusalem (67.94), Metropoline (68.58), Dan (70.31), Kavim (73.44), and GB Tours (74.19).

The report highlights that the national non-completion rate stands at 2.09%. Tnufa's Jerusalem corridor cluster recorded a sharp surge to 9.15% non-completion, and its Samaria cluster reached 6.13%. Extra Jerusalem saw non-completion rise to 11.68%, and Dan Beersheba reached 5.60%. Conversely, Eilot recorded just 0.03% non-completion.

Interestingly, passenger satisfaction surveys revealed opposing trends, with major companies leading satisfaction scores. Dan Beersheba scored 3.72, Egged 3.68, Dan 3.65, Superbus 3.63, and Electra Afikim 3.60, all exceeding the national average of 3.52. Experts note that the Authority's dry ranking does not account for operational difficulties in dense metropolitan areas, where traffic congestion and infrastructure works hinder schedule adherence.
