The National Insurance Institute (Bituach Leumi) has detailed the conditions for receiving a disabled child allowance, designed to assist families coping with the treatment burden and expenses associated with raising a child with severe impairments. The allowance aims to ease the family's burden and allow the child to grow up within a family and community framework as much as possible.

To receive the allowance, applicants must meet basic eligibility criteria and undergo an evaluation based on qualifying medical conditions, impairments, or treatments. Basic conditions include that the child must be the child of an insured resident of Israel, be present in Israel, and reside within a family framework according to established conditions. Bituach Leumi outlines numerous medical conditions and impairments that may grant eligibility, including autism spectrum disorder (ASD), cerebral palsy, allergies, epilepsy, speech and respiratory disorders, cystic fibrosis, severe behavioral issues, dialysis, feeding difficulties, need for supervision, transplants, hearing and visual impairments, mental disorders, intellectual developmental disabilities, malignancies, diabetes, developmental delays, prematurity, and Down syndrome.

Medical Treatments and Supervision Criteria

One of the grounds for receiving the allowance is regular medical treatments. A child receiving regular medical treatments for at least half a year may be eligible for an allowance from the age of 91 days until 18 years and three months. In this case, the allowance is at a rate of 100%, amounting to 3,820 NIS. Eligibility is conditioned on the child requiring three different treatments from the designated list due to a single illness, or four different treatments due to two or more illnesses.

For severe and prolonged medical treatment in a hospital or prolonged hospitalization, an increased allowance rate of 235% may be granted, amounting to 9,126 NIS. Eligibility is defined from birth to age 18 and three months, subject to meeting established conditions for at least three consecutive months.

Allowance Tiers and Additional Grants

According to allowance amounts effective January 1, 2026, there are five eligibility tiers: 50% at 1,943 NIS, 100% at 3,820 NIS, 112% at 4,501 NIS, 188% at 7,181 NIS, and 235% at 9,126 NIS. A child with more than one medical problem qualifying for the allowance will receive it according to the problem granting the highest amount.

In certain cases, additional grants apply. A ventilated child determined eligible at a rate of 100%, 112%, or 188% receives an additional 10,774 NIS. For a 235% eligibility rate, the same additional amount is paid, while the basic allowance amount is paid at 188%, meaning 7,181 NIS instead of 9,126 NIS.
