A reward for terror? The Peace Council clause that could corner Israel

Another confrontation occurred today, Wednesday, between Israel's political echelon and the Peace Council regarding the issue of immunity and amnesty for Hamas terrorists as part of a disarmament plan. The Peace Council proposes that Hamas terrorists who agree to disarm receive a financial grant and amnesty.

According to sources in Israel, the Peace Council's interpretation could include terrorists who participated in the October 7 massacre. The worrying implication is that Israel would be unable to eliminate them or imprison them in the Gaza Strip as long as they do not return to terrorist activity.

The Peace Council explains that this position is based on the 20-point agreement of US President Donald Trump, which Israel signed in October 2025. The agreement includes a clause stating that after all hostages are returned, Hamas terrorists who commit to disarmament and peaceful coexistence will receive amnesty.

A source in the Peace Council explained that while the 15-point agreement did not reference amnesty, it appears in the 20-point agreement signed in Sharm el-Sheikh, which Israel also signed, and the Peace Council is now adopting it in full.

The same source added that there is no specific reference in the agreement to terrorists who participated in the October 7 massacre, claiming that this clause should have been clarified before the signing in October 2025. Conversely, Israeli officials strongly reject this interpretation, clarifying that it is a completely distorted reading of the text.

Official sources emphasize that the provision applies only to a situation following full disarmament and demilitarization. They clarify that it does not concern those who murdered Jews, but only Hamas operatives for whom there is no evidence of involvement in actual terrorist activity against Israel.
