A new apartment by the sea for less than 2.5 million? We checked where it is still possible
From Achziv to Givat Olga, the northern coastline is filling up with new projects and urban renewal. We checked how much an apartment by the sea costs, what you get for the money, and where prices start at 1.9 million shekels and climb to over 5 million.
A new apartment within walking distance of the sea for 1.9 million shekels sounds almost exceptional in the 2026 real estate market. But in the north, it still exists. We checked four locations along the coast and discovered that three of them still offer an entry point lower than 2.5 million shekels. At the other end of the market, penthouses are already crossing 5 million.
The Riviera of the North
From Achziv in Nahariya, through Bat Galim in Haifa and Kiryat Yam to Givat Olga in Hadera, new neighborhoods and urban renewal projects are making living by the sea an attractive alternative for those looking for waves near home, outside the expensive demand areas in the center.
But even in the north, the sea is no longer necessarily cheap, although according to our check, it is still possible to find new apartments at starting prices of less than 2.5 million shekels. So how much does it cost today to live by the sea in the north, what do you get for the money, and who are the people willing to pay for living within walking distance of the beach?
Achziv: Starting from 2.29 million shekels near the coastline
The Achziv sea neighborhood, north of Nahariya, is an example of a residential quarter about 7 years old, which was built almost from scratch near the nature reserve and the coastline. The neighborhood, being built by Tzemach Hammerman and Electra Magurim, is expected to include 1,046 housing units in 30 buildings of four to eight stories upon completion. About 600 families already live there.
Marketing prices start at 2.29 million shekels for a new apartment. At the other end of the scale, a penthouse in the project was recently sold for 5.4 million shekels.
Bat Galim: "Prices jumped by almost 55% in five years"
Unlike Achziv, Bat Galim in Haifa is an old coastal neighborhood undergoing an urban renewal revolution. According to Madlan data, the average price in the neighborhood currently stands at 34,034 shekels per square meter, an increase of 8.3% compared to last year. In the last five years, apartment prices in Bat Galim have risen by 54.9%.
One of the largest projects is the Heyl HaYam complex of Tzemach Hammerman and Africa Urban Renewal. A 3-room apartment with an area of 81 square meters is offered at 2.86 million shekels. A 4-room apartment on the 23rd floor is offered at 3.54 million shekels.
Givat Olga: The lowest price — with a sea view
South of there, Givat Olga in Hadera is also in the midst of significant renewal. The first evacuation-construction project, built by Oron Nadlan, includes two towers of 27 and 32 stories and 274 housing units. Marketing prices in the project started at 1.9 million shekels, the lowest entry price among the four locations we checked. At the top end, a penthouse on the 24th floor was recently sold for 5.05 million shekels.
Kiryat Yam: First line at 2.35 million shekels
In Kiryat Yam, the municipality is promoting the "New Sea Shore" plan. Private projects are being built on the first line to the sea, such as "Shirat HaYam" of the Nativ Group. A 3-room apartment is offered starting from 2.352 million shekels.
Conclusion
The comparison between the four locations shows that a new apartment by the sea in the north is not necessarily a product for the rich only, but the price range is already very wide. While entry points below 2.5 million shekels exist, the market is clearly shifting as demand from investors and those relocating from the center continues to rise, pushing prices upward even in the north.
