State Defense Firm Tomer Approves 38 Million NIS Dividend Payout
State-owned defense firm Tomer will distribute 38 million NIS in dividends for 2024-2025 profits. The company is also preparing a 300 million NIS institutional bond offering to expand production.

The Government Companies Authority has authorized the state-owned defense company Tomer to distribute approximately 38 million NIS in dividends from its 2024-2025 profits, according to local media reports. For the 2024 fiscal year, Tomer will distribute about 17.7 million NIS to the state, while the dividend for 2025 will reach approximately 20.5 million NIS.
Approval and Net Profit
The authorization by the Government Companies Authority, headed by Roi Kahlon, follows prior approval by Tomer's board of directors, in compliance with the Government Companies Law. The dividend amounts to roughly 50 percent of Tomer's net profit for these years, which stood at 36.3 million NIS in 2024 and 41 million NIS in 2025.
According to the authority's policy, state-owned companies are generally required to allocate at least 50 percent of their current profits for cash dividends, subject to legal provisions and individual circumstances. While Tomer initially distributed lower percentages during its early years due to protective exemptions, dividends for 2024 and 2025 mark a significant increase.
Tomer specializes in manufacturing rocket systems for air, land, and sea defense, including engines for the Arrow missile family, boosters for Ofek satellites, and artillery rocket motors. The company is currently preparing to raise at least 300 million NIS from institutional investors through bonds, with an upper limit of 500 million NIS approved by the authorities, to finance production capacity expansion.
