Attorney General Gali Baharav-Miara will examine the necessity of senior appointments planned by Shin Bet chief David Zini within the agency's leadership, Ynet has learned. The decision to review the appointments was made following legal guidelines stating that restraint must be exercised during an election period regarding major decisions and senior appointments, so as not to impose a fait accompli on the incoming government.

Scrutiny Over Senior Leadership Changes

The planned appointments involve ranks equivalent to major generals and brigadier generals in the IDF. The review comes after reports that Zini decided to appoint an IDF brigadier general with no prior counter-terrorism or intelligence experience to head a division responsible for countering terror linked to Arab citizens of Israel. According to reports, the appointment sparked sharp criticism within the agency, coming less than three weeks before the Knesset elections.

"Appointments of division heads were made as part of a pre-planned rotation in accordance with the length of terms, strictly by the law and through a professional process," the Shin Bet stated in response.

Legal Guidelines for the Interim Period

Following the dissolution of the Knesset, the Attorney General issued guidelines to Prime Minister Benjamin Netanyahu and government ministers detailing restrictions during the transitional period. Based on Supreme Court rulings, the default principle during elections is to avoid filling senior public positions, though individual circumstances and operational necessity are evaluated through a structured process.
