Adequate Representation Report: Local Authorities Lead, Government Companies Lag Behind
The Equal Rights Commission for Persons with Disabilities at the Ministry of Justice has published data on the compliance of major public bodies and large government-owned companies with the adequate representation target — and the continuous increase is clear.
The Equal Rights Commission for Persons with Disabilities at the Ministry of Justice published data on Wednesday regarding the compliance of major public bodies and large government-owned companies with the adequate representation target for people with significant disabilities for 2025. The report indicates that 81% of public bodies met the representation target, whereas only 52% of government-owned companies and 45% of civil service bodies achieved the same.
The report is based on December 2025 data from the National Insurance Institute, reflecting compliance with the Equal Rights for Persons with Disabilities Law. This law requires any public body with 100 or more employees to ensure that at least 5% of its workforce consists of individuals with significant disabilities. Such entities are also required to appoint an officer for the employment of people with disabilities.

Continuous Progress
The report shows that 81% of public bodies met the full representation target in 2025, compared to 76% in 2024 and 60% in 2021. Between 2024 and 2025, 52 bodies improved their compliance, while 27 regressed.
Local authorities lead the sector: out of 230 authorities examined, 203 met the target fully. The rate of local authorities at full compliance rose from 79% to 88%.
Among the 18 largest authorities (100,000+ residents), only the Bnei Brak municipality fails to meet the target. Conversely, the Tel Aviv municipality has met the target for the first time since the Commission began publishing data. Lakiya remains the only Bedouin authority in the Negev to maintain full compliance since the start of the data series, while the Jaljulia local council has risen from a low to a full compliance level.
Government Companies Lagging
2025 marks the second year that government-owned companies have been subject to these requirements. Out of 33 companies, 17 met the target fully, 8 reached a medium level, and 8 remain at a low level. Companies at a low level include Rafael, Israel Aerospace Industries, NTA, and the Western Wall Heritage Foundation.

Israel Airports Authority and Israel Securities Authority: low compliance for the sixth consecutive year.

Commissioner for Equal Rights for Persons with Disabilities, Dan Rashel, stated:
"The numbers show that when there is an effort, there are results. The increase in the rate of public bodies meeting the target indicates a welcome trend, but the gaps between government ministries and government-owned companies compared to other public bodies remain troubling. Employing people with disabilities is not a matter of charity, but a legal obligation and a social value of the highest order. The Commission will continue to monitor and take enforcement measures wherever the law is not upheld."
