Oxford Economics has released its 2026 Global Cities Index, highlighting a dynamic shift where secondary urban centers and smaller cities are increasingly outperforming national economies and reshaping the global map of influence. While traditional giants like New York and London continue to dominate the top tiers, the report introduces a new category focused on rising urban powerhouses to watch.

The Cities to Watch list features 28 metropolitan areas worldwide that demonstrate exceptional momentum across five key pillars: economics, human capital, quality of life, environment, and governance, scored on a scale from zero to one hundred. Middle Eastern powerhouses claim the top spots in this category, with Dubai ranking first and Riyadh securing second place. Dubai achieved an impressive overall score of 79.6, driven by a phenomenal 97.9 in human capital, while Riyadh posted 78.1 overall, anchored by strong economic performance and high human capital.

European Urban Transformation

In Europe, Warsaw has recorded one of the most remarkable leaps in the global rankings, climbing more than one hundred spots to reach 61st globally and third on the watch list with an overall score of 75.9. Warsaw stands out with a balanced profile, led by a high quality of life score of 84.6. Local economic growth continues at roughly three percent annually, fueled by rapid urban development and a burgeoning tech sector.

Further west, Eindhoven in the Netherlands captured fifth place with a score of 73.4. Renowned as a European technological powerhouse and the home of semiconductor lithography giant ASML, Eindhoven excels in governance with 91.3 points, alongside strong environmental and quality of life scores. Meanwhile, Toulouse in France secured twelfth place with 67.9 points. Known as Europe's premier aviation hub and home to the global headquarters of Airbus, Toulouse combines a robust aerospace economy with an impressive environmental score of 84.7.

Global Growth and the Tel Aviv Factor

Additional cities making their mark include Abu Dhabi, which ranks sixth globally following a strategic pivot toward technology, renewable energy, and finance. In Latin America, Medellín in Colombia demonstrates a remarkable urban transformation, with business services employment multiplying significantly over recent decades.

Amidst this global landscape, Tel Aviv secured a prestigious 34th place in the overall 2026 global index, ranking as the leading metropolis in the Middle East and North Africa region. Powered by its advanced Silicon Wadi ecosystem, Tel Aviv boasts an estimated economy of 267 billion dollars and a GDP per capita of 86,300 dollars, securing a top-ten global position for economic size. Despite geopolitical and cost-of-living challenges, the city's structural resilience and highly educated workforce continue to cement its status as a premier global metropolis.
