Israel stands out globally for the strength, stability, and high participation rates of its pension savings system, according to the OECD's 2026 Pensions Outlook report. Titled "Are We Saving Enough for Retirement?", the report examines pension systems worldwide from the early 2000s through 2025, analyzing asset growth, retirement savings gaps, sustainable investments, and the impact of financial advice.

The OECD report highlights Israel's universal mandatory pension contribution policy, introduced in 2008, which boosted population-wide participation by over 40%. Furthermore, Israeli pension funds secured the second-highest average real returns among OECD member states over the past decade, posting an average annual real return of approximately 5.5% after investment expenses. This follows robust performance in 2025, when Israel ranked among the top three organization members with a real return of roughly 11%.

Financial Independence and Regulatory Impact

A key finding of the report is the low dependency ratio between Israel's pension framework and the state budget. Because the system relies primarily on personal savings, it avoids the heavy public funding burdens and state-backed deficit coverages that threaten national debt stability in other developed economies. Meanwhile, mandatory contribution rates remain aligned with international norms.

Capital Market, Insurance and Savings Authority chief Amit Gal welcomed the findings: "The OECD report reinforces international recognition of Israel's robust pension framework, coming just a month after the Mercer CFA Institute Global Pension Index ranked our system among the top five worldwide."

Gal added that the data validates the regulatory path pursued by the authority as a consumer-social regulator focused on public protection. He emphasized that the agency is committed to shaping a market that bridges broad financial resilience with the individual needs of citizens, safeguarding public assets regardless of personal financial literacy levels.
