Prime Minister Benjamin Netanyahu, Minister of Construction and Housing Haim Katz, and Minister of Finance Bezalel Smotrich held a joint statement on Sunday, during which they presented the 'From Reserve to Key' program for a significant expansion of housing benefits for reservists. The program is intended to provide a broad response to thousands of reservists and allow them to purchase an apartment or land under preferential conditions and with significant discounts.

The program was formulated against the backdrop of high demand among reservists: in the last 'Apartment at a Discount' lottery, 25,354 reservists registered, of whom 4,734 won. As part of the program, about 20,000 housing solutions for reservists will be added across the country in 2026–2027, including about 16,000 apartments at a target price and about 4,000 plots for private construction.

As part of the target price lotteries, the priority for reservists will be expanded from 50% to 75% of the apartments, with an additional 25% given as a priority to reserve combat soldiers. The discount on purchasing an apartment will amount to over half a million shekels.

In addition, benefits for reservists will be expanded for purchasing plots for private construction in National Priority Area A, and a full exemption from payment for the value of the land (excluding development costs) will be granted.

Prime Minister Benjamin Netanyahu stated:

'Our heroic reservists give everything to the country, and they deserve everything. To date, the government has transferred a huge sum of 25 billion shekels to reservists and their families. Today we are bringing news of huge support in housing. We are going to provide either lands at a free price in Priority A areas, or discounts of up to 550,000 shekels. This is huge news for 20,000 reservists who are homeless. They will be able to apply to receive these things either in 2026 or until 2027.'

Minister of Construction and Housing Haim Katz added:

'A month ago we finished an 'Apartment at a Discount' lottery, for which 25,000 reservists registered. We decided to make another 20,000 apartments available to reservists, of which over 4,000 already this year and 10,000 more in 2027. The state will pay back its reservists, because they are the main resource we have today.'

Minister of Finance Bezalel Smotrich concluded:

'From the very first day of the war, we have been wrapping IDF soldiers and their commanders in a huge envelope of support. We brought a significant decision, according to which all homeless reservists who applied for the 'Apartment at a Discount' lottery will receive an apartment. Dear reservists, you deserve this.'
