Migdal HaEmek municipality is cracking down on illegal dumping by deploying an advanced network of smart surveillance cameras across residential neighborhoods, streets, and public parks. Residents caught leaving garbage bags near dumpsters, abandoning construction waste, or discarding yard debris outside designated collection times face immediate identification and fines.

According to municipal data, inspectors recently tracked down violators using camera footage and issued fines of 730 shekels. The enforcement division explains that cameras allow inspectors to gather concrete evidence and trace offenders to their homes, even if the perpetrators leave the scene before inspectors arrive.

Enforcement Statistics and Policy Shifts

Official municipal figures indicate a notable shift in enforcement patterns between January and October. During this period in 2025, authorities recorded 687 fines and 616 warnings, totaling 1,303 enforcement actions. In the same period of 2026, figures shifted to 402 fines and 688 warnings, reaching a total of 1,090 enforcement actions.

This represents a 41% decrease in financial fines alongside a 12% increase in official warnings. Municipal officials explain that warnings are issued in cases of honest mistakes or misunderstandings, giving residents an opportunity to correct their behavior before facing monetary penalties.

Expanding Surveillance and Deterrence

Mayor Yiki Ben Haim emphasized that the municipality intends to expand the camera network and maintain strict enforcement policies to ensure public cleanliness.

"Our goal is not to issue fines, but to prevent violations as much as possible and encourage people to take responsibility. We will intensify this trend and add more surveillance cameras to provide effective tools for our community."

City officials attribute the downward trend in fines to heightened deterrence, increased inspector visibility, and ongoing public awareness campaigns conducted across social media platforms.
