Peace Council Publishes Demilitarization Plan

Following the announcement by US President Donald Trump that the terrorist organization Hamas has agreed to disarm, the "Peace Council" published today (Friday) the emerging demilitarization plan and the manner in which the move is expected to be carried out in practice.

According to the plan, demilitarization will be completed through the implementation of articles 7, 8, and 9 of the agreement, which deal with police weapons, heavy weaponry, tunnels, and production sites, as well as personal weapons. At the end of the process, which is expected to take months rather than years, the only body that will hold weapons in the Gaza Strip will be the technocratic committee, under the close supervision of the ISF — a task force under the command of American General Jasper Jeffers. This is a critical key point in the agreement, meaning: Hamas and all other organizations will no longer hold weapons.

In addition, the weapons that the organizations hand over will not remain in their hands: they will be transferred to a committee that will store them in a place out of Hamas's reach and under ISF supervision. The official wording in the document defines this as "decommissioning," so that the weapons will undergo a process that ensures they cannot return to operational activity in the future. To ensure that Hamas and Palestinian Islamic Jihad are indeed handing over all weapons, a supervisory committee will be established to monitor the implementation of the agreement, and the ISF under General Jeffers' command will ensure that the process is fully completed.

In this context, Hamas is obligated to hand over the coordinates of the tunnels and production sites, with the agreed principle stating that all types of weapons, infrastructure, and warehouses will be removed from the organizations and transferred to the committee. The complex process is not based on trust between the parties, but on absolute reciprocity at every stage. Israel will not withdraw from the agreed yellow line before Hamas hands over its weapons, and conversely, Hamas will not hand over weapons before Israel stops the targeted killings and returns to the humanitarian commitments regarding aid trucks, which it has not met in recent months.

The first thing Hamas is required to do is to immediately cease all military activity, including buildup, rearming, and recruitment. The senior official notes that although there is skepticism in Israel, he reminds that this is the same team that brought about the hostage and bodies deal contrary to early forecasts. On the day Hamas announces it is giving up its weapons and power in Gaza, a historic event occurs with the potential to change reality for the better in Israel, in Gaza, and in the entire region, which may also help expand the Abraham Accords, which are partially stuck due to the Palestinian issue.

Parallel to the details of the plan published by the "Peace Council," the terrorist organization Hamas also published an official statement stating that "the movement and the Palestinian factions have dealt responsibly and positively with the negotiation process and with the mediators' proposals to complete the implementation of the second phase of the ceasefire agreement." According to the Hamas statement, this was done in a national consensus reflecting a spirit of partnership and responsibility stemming from a commitment to protect their people and preserve their national rights.

Contrary to the details of Trump's plan, Hamas emphasized that "the 'occupation's' commitment to stop the killing and put an end to its aggression" is a basic necessary condition and the first step towards implementation, and that the inclusion of the heavy weapons issue in the agreement was linked and conditioned on a complete cessation of "all forms of aggression, withdrawal from the Gaza Strip, entry of the administrative committee, deployment of international defense forces, dismantling of gangs and armed militias established by the occupation, reconstruction, and ensuring the right to establish an independent Palestinian state."

They further claimed that "the entire process is not based on trust but on absolute reciprocity — when Israel will not withdraw from the agreed yellow line before Hamas actually hands over its weapons." At the same time, Hamas is required to immediately cease all military activity, including buildup, recruitment, and weapon construction, while Israel will return to humanitarian commitments and stop targeted killings.

Despite the gaps, a senior official noted to News 14 that despite the natural skepticism in Israel, this is the same team that led the hostage and bodies deal and proved an ability to meet schedules, and is now bringing about a historic agreement in which a jihadist terrorist organization agrees to disarm voluntarily. According to him, Hamas's waiver of its weapons and power in Gaza opens a door to changing the regional reality and expanding the Abraham Accords, which are partially stuck due to the Palestinian issue. He further noted that the move constitutes a heavy blow to Iran, which tried to torpedo the agreement that is contrary to the entire jihadist essence, and while the implementation test remains the main one, the very signing of the demilitarization document is considered a dramatic and reality-changing event.
