Minister of Construction and Housing Chaim Katz has summoned Yehuda Eliyahu, acting director of the Israel Land Authority (ILA), to a pre-termination hearing following months of growing friction. The move comes roughly two months after the government appointed Eliyahu as acting director for a three-month term, or until a permanent head is selected, following a High Court ruling that previously annulled his formal appointment.
Legal Scrutiny and Political Ties
The High Court previously determined that an exceptionally strong connection exists between Minister of Finance Bezalel Smotrich and Eliyahu. Smotrich is one of three officials required to sign off on the appointment of the ILA director, alongside Housing Minister Katz and Prime Minister Benjamin Netanyahu.
While the law permits appointing individuals with political ties to the designating ministers if special qualifications are proven, the court found no such justification for Eliyahu, raising significant legal questions regarding both his initial appointment and his subsequent interim role.
Professional Disputes and Controversies
Beyond legal hurdles, relations between Eliyahu and Minister Katz soured considerably over recent months. Sources familiar with the matter attribute the breakdown to complaints from staff regarding workplace relations and professional conduct, as well as an alleged lack of cooperation with the minister's office.
Tensions were further compounded when the ILA management recently canceled a musical performance featuring songs by Shlomi Shabbat, which had been planned as a pre-Rosh Hashanah event for all agency employees. The cancellation sparked internal bewilderment, with organizational sources alleging it stemmed from objections regarding modesty standards and women's singing.
