Israeli Municipalities Set to Impose Sanctions on Military Draft Evaders

Israeli local authorities will soon gain access to a database tracking draft evaders to enforce municipal sanctions, following a surge of ultra-Orthodox non-compliance. Attorney General Gali Baharav-Miara recently reported over 110,000 evaders.

Local authorities in Israel will soon gain access to a governmental digital interface allowing them to identify military draft evaders and impose municipal sanctions, according to reports. The measures include revoking property tax discounts, restricting access to community centers, summer camps, and local business benefits. Hod HaSharon has become the first municipality to request access to the system.

The development follows a recent statement by Attorney General Gali Baharav-Miara to the High Court of Justice, revealing that the number of ultra-Orthodox draft evaders has surpassed 110,000. Baharav-Miara noted that current enforcement efforts are insufficient and urged the court to issue operational directives stripping evaders of various economic benefits. IDF data submitted to the court indicates that out of more than 77,000 draft notices sent to ultra-Orthodox individuals in 2024 and 2025, tens of thousands were classified as evaders, while only 3,388 were actually inducted.

Enforcement Gaps and Coordination Failures

Documents reveal significant coordination hurdles between state enforcement agencies. Planned proactive arrest operations scheduled for May and October were canceled at the last minute after police demanded the IDF provide hundreds of soldiers to handle potential civil unrest. The military rejected the demand, arguing that maintaining public order is strictly a police responsibility.

Due to these operational friction points, approximately 192 draft evaders detained during routine police checks were released with a warning after Military Police units failed to arrive at the scene within the designated timeframe. The only notable enforcement success occurred during the Jewish High Holidays at border crossings, where 212 draft evaders and deserters were detained.

Shift Toward Civil and Municipal Sanctions

Amid legislative and enforcement gridlock, the state is intensifying civil sanctions using the new digital interface. The measures have already resulted in blocking hundreds of applications for daycare subsidies, disqualifying individuals from subsidized housing lotteries, and revoking tax benefits for religious institutions sheltering draft evaders.

However, the Attorney General warned that other critical initiatives remain stalled at the political level. Public transportation discounts for evaders are currently delayed due to Transportation Minister Miri Regev, who has yet to make a decision, while property tax sanctions remain frozen due to the absence of a permanent Interior Minister. Additionally, the Ministry of Education has requested to postpone the cancellation of subsidies for after-school programs until the 2027-2028 academic year, citing administrative complexity.
