The Israeli Ministry of Labor is rolling out advanced enforcement measures and rigorous safety protocols across the construction sector, placing direct legal responsibility on developers for the first time. Rubi Shemesh, Director-General of the Ministry of Labor and Chairman of the Mossad for Safety and Health Council, outlined the new regulatory framework during a specialized conference held by local media.

Addressing the industry's ongoing struggle with severe workplace accidents, Shemesh emphasized that new regulations are designed to drive genuine cultural change rather than add bureaucratic burdens. "No regulation will help if we fail to successfully embed the procedures themselves," Shemesh stated, noting that safety must be ingrained in the DNA of every construction site, starting from site managers up to the developers who allocate resources and capital.

Responding to contractors and developers who argue that increased regulation drives up construction costs and creates delays, Shemesh highlighted the heavy economic toll of lax safety standards. "A single accident at a construction site that leads to a site shutdown and investigations imposes a financial burden on the employer that is far greater than the routine cost of safety compliance," he explained.

Touching upon labor market shifts amid ongoing security challenges and a shortage of Palestinian workers, Shemesh noted that foreign workers are stepping in to fill the gap. He stressed that every incoming foreign laborer undergoes mandatory safety training upon arrival, monitored closely by designated inspectors to ensure strict adherence to protocols.
