Former IDF Chief of Staff Herzi Halevi stated that the October 7 attack was a preventable failure, emphasizing that there was no internal betrayal. Speaking at the Shurat HaDin conference in New York, he addressed accountability, military strategy, and ongoing security challenges.
Accountability and Investigation
Addressing conspiracy theories regarding the events, Halevi firmly rejected claims of treason within the ranks. He noted that after extensive reviews, no evidence of collaboration with Hamas has ever surfaced. Halevi stressed that Israel must establish a state commission of inquiry as a vital healing process to answer difficult questions.
Military Strategy and Hostages
Reflecting on the campaign, Halevi explained that military pressure was essential for securing the release of hostages held in Gaza. He acknowledged operational tragic errors, including unintended casualties caused by strikes where hostages were present, noting that the military adapted its tactics to mitigate such risks.
Threat Prioritization
Halevi admitted that intelligence assessments misjudged Hamas's intentions prior to the attacks, as defense establishments initially focused on Iran and Hezbollah. He detailed how Yahya Sinwar orchestrated the surprise offensive, while Israel simultaneously delivered a strong deterrent message to Hezbollah in Lebanon.
