Good news for defense industries: First stage of licensing and export reform approved

The Knesset Foreign Affairs and Defense Committee approved today, Monday, the first stage of the Ministry of Defense's extensive reform to significantly increase Israeli defense exports. The plan was presented to the committee by the Deputy Director General and Head of the Planning Division at the Ministry of Defense, Racheli Chen.

The first stage of the program focuses on shortening the timelines for registration in the exporters' registry and the process of obtaining marketing licenses. In addition, the approval includes the legal anchoring of a "product document" in the regulations, a step that will allow for a significant expansion of exemptions from marketing licenses for defense industries in the next stage.

This move to increase defense exports is a central pillar of the Ministry of Defense's strategy. Defense exports serve as a strategic tool for building the IDF's power, influencing Israel's foreign policy, and stimulating the defense industry and the national economy.

As part of the full reform, a significant expansion of the list of permitted countries, which are exempt from marketing licenses for unclassified products, is planned. Furthermore, an exemption from marketing licenses will also be created for products classified as "restricted" for a defined list of countries. These measures will lead to a transition to a single-stage licensing process for most unclassified products, alongside tighter enforcement and strengthening of exporters' commitment to responsible and safe exports.
