Good news for drivers: Fast lane on Highway 5 to be built with 2 billion shekel investment

Important news for drivers in Israel: Electra has won the tender for the financing, design, construction, and operation of the fast lane project on Highway 5, with an investment of approximately 2 billion shekels. This was announced today, August 18, 2026, by the Ministry of Finance and the Ministry of Transport.

As part of the project, a two-way fast lane with a cumulative length of 25 km will be built along Highway 5, in the section between the Kasem Interchange and Glilot East. Additionally, an integrated transport hub will be constructed at the Kasem Interchange, featuring approximately 3,200 parking spaces.

The hub will allow drivers to leave their private vehicles outside the Gush Dan metropolis and continue their journey using a dedicated, free shuttle system to major employment centers. The facility will also connect to the nearby Rosh HaAyin North train station, allowing for direct transfers between modes of transport. The project is expected to be operational in 2031.

The inter-ministerial tender committee selected Electra following a competitive process involving five groups of Israeli and international companies. The Electra group will establish a dedicated subsidiary to manage the project.

The project will connect to the existing fast lane network on Highway 20 and Highway 2, creating a continuous network at the entrances to the Gush Dan metropolis.

"The completion of the tender and the launch of the Highway 5 fast lane project are further proof of the resilience of the Israeli economy and the importance of investing in growth engines that drive change. Cooperation with the private sector under the PPP model proves itself time and time again as an efficient mechanism for building national infrastructure at the highest level," stated Minister of Finance Bezalel Smotrich.

Minister of Transport Miri Regev stated:

"This is another significant step in the transport revolution in Gush Dan. The fast lane on Highway 5, together with the massive transport hub at the Kasem Interchange, will allow thousands of drivers to leave their private vehicles outside the metropolis and continue quickly, comfortably, and for free to employment centers in Gush Dan."

Accountant General Michal Abadi-Boiangiu noted that the selection of the winner represents a significant milestone in expanding investment in Israel's transport infrastructure, enabling the state to advance complex, multi-billion shekel projects by leveraging the capabilities and financing of the private sector.
