Good news for tens of thousands of workers in Israel: wage increases and major bonuses on the way

A new collective agreement signed between the Histadrut, the Center for Local Government, and the Forum of the Three Largest Cities includes wage increases for various roles, a doubling of management supplements, and bonuses of thousands of shekels. Some payments will be made retroactively.

Tens of thousands of employees in local authorities are expected to enjoy an improvement in wages and employment conditions after the Histadrut, the Maof Union, the Center for Local Government, and the Forum of the Three Largest Cities (Tel Aviv, Haifa, and Jerusalem) signed a new collective agreement approved by the Ministry of Finance.

The agreement includes a series of wage updates for employees in the fields of education, welfare, and administration. It was determined that starting September 1, 2026, security officers in educational institutions, laboratory technicians, and IT staff in schools will receive a monthly supplement of 400 shekels for a full-time position, with payments made retroactively from the date of the agreement's signing.

Calculation specialists in municipal social service departments will receive a wage increase of 600 shekels for a full-time position in two installments: 400 shekels starting September 1, 2026, and an additional 150 shekels starting January 1, 2027, in accordance with the agreement signed in cooperation with the Ministry of Welfare.

In addition, school secretaries and those responsible for facilities and maintenance in educational institutions will receive an update to the sectoral supplement, bringing it to 20% of the combined salary. Retroactive differences will be paid, along with associated contributions to pension funds and advanced study funds (Keren Hishtalmut).

The agreement also grants one-time bonuses to human resources employees and payroll accountants in local authorities, totaling thousands of shekels. The bonuses will be paid in 5 installments between September 2026 and November 2027, with the first installment being 2,500 shekels and the last being 1,000 shekels, subject to eligibility conditions.

Management supplements for managers in local authorities will be doubled: at the first management level, they will stand at 15% of the combined salary instead of 7.5%, at the second level at 20% instead of 10%, and at the third level at 30% instead of 12.5%. Additionally, the maximum monthly premium for construction inspectors in planning and building committees will rise from 1,000 shekels to 1,350 shekels.

The agreement applies to employees whose wages are paid according to the administrative and services scale, the academic (MAHAR) scale, the technicians and practical engineers scale, the engineers scale, and the laboratory technicians scale, and it does not apply to employees in hospitals.

Histadrut Chairman Arnon Bar-David said:

"This is a historic agreement that constitutes a significant breakthrough in local government. Tens of thousands of employees will benefit from it. We succeeded in bringing about this agreement during a difficult period for the economy, which testifies to the cooperation and the historic alliance between the Histadrut and local government."
