US Immigration and Customs Enforcement (ICE) has awarded a contract worth 94.66 million dollars to TRM Labs, a company specializing in detecting and analyzing illegal cryptocurrency activity. The contract, intended to provide software and services for Homeland Security investigations, is considered the largest blockchain contract the US government has awarded to date.

However, major competitor Chainalysis, which also specializes in blockchain network analysis, claims that ICE tailored the tender requirements to fit TRM's existing capabilities, thereby preventing genuine competition, according to The Block.

According to a complaint filed by Chainalysis with the US Court of Federal Claims, ICE initially published a questionnaire with detailed requirements, but later issued a different, shorter document. Interested companies were given only three days to submit their capabilities, and in the case of Chainalysis, the submission was limited to a single page.

The company claims that ICE subsequently evaluated it based on criteria not included in the final requirements document, specifically citing capabilities that align with TRM's products and business connections. Chainalysis is asking the court to stay the contract and mandate an open competition.

The contract is designed to assist authorities in combating various crypto-related crimes, including fraud, cyberattacks, extortion, and tracking wallets suspected of criminal activity. According to ICE documents, requirements also include the rapid identification of suspicious wallets, transfer tracking, and assistance in freezing illegal assets.

TRM Labs has intervened in the legal proceedings to defend its win. ICE and TRM did not immediately respond to requests for comment from The Block. The court has not yet ruled on the claims, with a hearing scheduled for September 2.

Beyond the dispute between the two firms, the case illustrates how critical crypto activity analysis has become in the fight against financial crime. Millions of dollars are at stake for technology providers serving government agencies.
