An old speech by former Iranian Foreign Minister Mohammad Javad Zarif from May 2025 has resurfaced, sparking debate in Iran after he described his country's ambassadors in the region as representatives of the Quds Force.

Ambassadors as Quds Force Representatives

In the resurfaced video, Zarif stated: "Our ambassadors in the region, in Afghanistan, Syria, and Iraq, are representatives of the Quds Force because we view these countries as a threat. If we do not view them as a threat, then conditions for opportunities will be created." He added that if the approach toward the region is threat-focused, the ambassador must represent the Quds Force, whereas an opportunity-focused approach requires a businessman and a diplomat.

IRGC Confirmation

Responding to the remarks, General Mohammad Kowsari, a former senior IRGC commander and member of the Iranian parliament's National Security Commission, defended the practice. In an interview with Ensaf News, Kowsari stated that aligning with the goals of the Resistance Front is a key consideration when appointing ambassadors in regional countries, noting that individuals operating solely within a diplomatic framework cannot succeed.

The benchmark is that people are chosen who can properly act to advance the goals of the Resistance Front, know its policies, and are coordinated with it, said Kowsari.
