A comprehensive inter-ministerial committee has released its findings on minor marriages in the town of Yavniel following a three-year investigation. According to Ministry of Health data presented to the committee, 95 births to minor residents of Yavniel—a town of approximately 5,000 residents—were documented between 2000 and 2025. Nearly a third of these, 29 births, occurred between 2023 and 2025, and 35% of the young mothers were 15 or 16 years old. The committee notes that the data does not reflect the full scope of the phenomenon, partly due to concealment patterns.

Secret Ceremonies and Evasion

According to the report, the phenomenon primarily involves teenagers aged 15-17 from the local Breslov Hasidic community, where early marriage is promoted as a religious and educational goal. Weddings are held in secret ceremonies with limited attendance, and when law enforcement arrives, participants claim it is merely an engagement party. The marriages are not registered with state institutions and are sometimes regularized retroactively once the couples reach adulthood. Minor mothers are usually registered as single mothers without the father's details in order to maximize benefits from the National Insurance Institute.

"The committee's conclusions are conclusive proof of what we knew—a dangerous sect operates in Yavniel, marrying off minors by coercion, sentencing them to rape, and putting their safety and health at real risk," said MK Meirav Cohen.

Enforcement Gaps and Education

In 2020, four cases regarding minor marriages were opened, three of which were closed due to a lack of evidence. Between 2024 and 2025, no cases were opened, and in 2026, nine cases were opened and are currently under investigation. The committee warns of potential associated offenses, including sexual offenses and even human trafficking.

In the local Breslov educational institutions, minor marriages are defined as a "red line" regarding which there is no dialogue with the Ministry of Education. The committee's recommendations include a dedicated government decision, the establishment of a national steering committee, a specialized police unit, and stricter penalties.
