U.S. Imposes Sanctions on Russia's VTB Bank Over Financial Assistance to Iran
The U.S. Treasury has imposed new sanctions on Russia's VTB Bank for helping Iran evade financial restrictions, expanding the risks for foreign institutions maintaining ties with the bank.
The U.S. Department of the Treasury imposed sweeping sanctions on VTB, one of Russia's largest banks, for allegedly assisting Iran in evading international restrictions. According to the administration, the bank maintained ties with designated Iranian financial institutions, facilitated the transfer of billions of dollars in frozen Iranian assets, and established a specialized ruble-rial payment mechanism. All assets within U.S. jurisdiction will be frozen, and foreign institutions continuing to cooperate with VTB face severe secondary sanctions and potential disconnection from the American financial system.
The measure was enacted as part of the "Economic Ostracism" campaign, designed to sever the remaining revenue sources and financing channels of the Iranian regime. "The Treasury will continue to target those who provide material, technological, or financial support enabling the Iranian regime to sustain its terrorist enterprise," stated Treasury Secretary Scott Bessent. Although VTB was previously sanctioned due to its ties to the Kremlin, its inclusion under the Iran-related sanctions significantly broadens the risks for foreign banks and corporations maintaining ties with the institution.
Alongside the sanctions, Bessent issued a global call to whistleblowers worldwide to provide actionable intelligence regarding entities aiding the financing of Iranian networks. "If you possess actionable information that can assist the Treasury Department, you may be eligible for a reward, regardless of your place of residence or your employer's identity," he said.
