The administration of Donald Trump has decided to waive human rights conditions previously tied to the transfer of over $300 million in US military aid to Egypt. According to documents obtained by Reuters, the move stems in part from what was described as Cairo's helpful role since the outbreak of the war with Iran.

Congressional Notification

Under a letter sent to congressional committees on September 21, US Secretary of State Marco Rubio decided to approve the transfer of $320 million in military assistance funds to Egypt for the 2025 fiscal year. The decision includes a waiver of human rights and democracy requirements.

An accompanying memo signed by Rubio stated that invoking the waiver authority is vital to US-Egypt relations and American national security priorities, especially given Egypt's helpful role following the launch of Operation Epic Fury.

Strategic and Regional Context

Epic Fury is the name used by the US military for the campaign against Iran, which began alongside Israel in late February. The document did not detail Egypt's exact actions within that helpful role, but two Washington sources confirmed the authenticity of the letter.

Egypt is one of the world's largest recipients of US military aid, receiving roughly $1.3 billion annually since the late 1980s. Washington's extensive support began following the 1979 peace treaty with Israel.

The administration determined that waiving the conditions is vital to US national security interests and bilateral relations.

Human rights organizations have long accused the government of President Abdel Fattah el-Sisi of widespread abuses, including torture and forced disappearances. Egyptian authorities maintain they have taken steps to improve conditions, while el-Sisi emphasizes that maintaining stability and addressing basic population needs are core components of his government's human rights policy.
