Under the Guise of 'Human Rights': How $250 Million Flowed to Organizations Inciting Against Israel

A unique study by the Ministry of Diaspora Affairs and Combating Antisemitism reveals for the first time financial data of about 20 delegitimization organizations operating in the United States, which express support for terrorist organizations, fuel incitement, and are involved in illegal activity. According to the comprehensive report, these organizations raised funds totaling over 250 million dollars. Following the findings, the Minister of Diaspora Affairs and Combating Antisemitism, Amichai Chikli, sent letters on the subject to leaders and law enforcement agencies in the USA.

The report's findings point to financial patterns indicating the use of ostensibly legitimate donation mechanisms for the purpose of transferring resources to delegitimization and incitement activities. Some of the funds were transferred through intermediary entities that served as a conduit for parties with ties to terrorist organizations. The study analyzes the patterns of operation, sources of funding, and possible connections of these organizations with parties involved in incitement, terror, or other illegal activity.

The report further reveals that some of the organizations operate under the frameworks of civil society, human rights organizations, or educational activity, but in practice serve as a platform for promoting extremist messages and systematic delegitimization of the State of Israel. Recurring patterns of ties are identified between some of the organizations and terrorist groups declared as such in Israel, the USA, and Europe. In addition, the report points to inter-organizational coordination and large-scale advocacy activity that exceeds the boundaries of legitimate discourse, contributing to radicalization and violence.

The Minister of Diaspora Affairs and Combating Antisemitism, Amichai Chikli, stated:

"We continue to expose the true face of 'innocent' civil society organizations, which in practice support terror and incitement against the State of Israel. This time we did so through a unique study that traced the funding sources of those organizations and exposed no less than 20 entities working to promote terror. Following the findings, I turned to members of committees in Congress and the US Department of Justice and called on them to act against these organizations and stop their activity. The era of the double game, in which organizations could support terror and at the same time hide behind an 'innocent' and 'civil' facade, has come to an end."

The Director General of the Ministry, Avi Cohen Scali, added:

"These are organizations that are exempt from taxation under US law and are prohibited from conducting any political activity. In practice, these organizations promote an anti-Israel agenda, subversive antisemitic activity, delegitimization, and incitement to terror. The Ministry will continue to work to expose the ties between these 'innocent civil' organizations and terrorist organizations."
