Minimum price of 530 million shekels: Cinerama complex tender in Tel Aviv gets underway
Following delays due to the war, the tender for the renewal of the site of the veteran concert hall has been launched. The project includes residential, commercial, and office spaces in towers, with the tallest reaching 46 floors. Out of 481 units, 127 will be allocated for municipal use.
The Tel Aviv Municipality has published the long-awaited tender for the Cinerama complex in the eastern part of the city. The project features four buildings, including three towers, 481 housing units, approximately 110,000 square meters of office space, and various commercial and public areas. Tender No. 144/2026 includes several unique conditions not typically found in such developments.
The publication was repeatedly delayed, partly due to the "Lion's Roar" operation earlier this year. Originally slated for June, the tender was officially opened in August, with a submission deadline of October 29.
Project structure and housing allocation
The centerpiece is plot 101A, where four buildings are planned: towers of 46, 42, and 37 stories, and a 7-story building. The tallest tower will reach 165 meters. The site currently serves as a public parking lot.
Of the 481 planned apartments, only 355 will be available for the free market. The remaining 127 units are allocated as follows:

79 units for affordable housing (long-term rental at discounted rates).

48 units for inclusive urban housing (small apartments, student dormitories, or assisted living).
The winning bidder is responsible for all costs related to the design and construction of municipal areas. The municipality retains sole discretion over the location of these units and the associated parking spaces.
Infrastructure and transport
The 35-dunam complex is situated between Yitzhak Sadeh Street, Anilevich Street, and the Ayalon Highway. It is located near the future "Yitzhak Sadeh" station of the M1 Gush Dan Metro line. The plan, designed by architect Noam Farhi of Farhi-Tzafrir Architects, became valid in February 2025 and includes provisions for the potential future covering of the Ayalon Highway.
"The goal of the plan is to strengthen the public space and create an integrated, intensive urban area that relies on the existing and planned public transport system," the explanatory notes state.
