US Authorities Arrest Pennsylvania Man Over Alleged ISIS-Inspired Attack Plot
US authorities arrested a 21-year-old Pennsylvania man for allegedly plotting an ISIS-inspired terrorist attack, seizing a semi-automatic rifle and ammunition.
US authorities arrested a 21-year-old Pennsylvania man last week on suspicion of plotting an ISIS-inspired terrorist attack, after seizing a semi-automatic rifle, magazines, and approximately 190 rounds of ammunition. According to the US Department of Justice, the suspect, Jonathan Hunter Kramer, was already known to the FBI following a previous investigation into mass casualty planning.
Investigation and Indictment
According to the federal indictment, Kramer, a resident of Valencia, Pennsylvania, used the online moniker "Hamza al-Rashid," expressed allegiance to ISIS, and offered to share explosive-making manuals with others. Investigators claim he wrote that he was preparing for his "mission," though noting he "still lacked a weapon." The Department of Justice did not disclose the intended target of the attack.
The FBI had been aware of Kramer since 2023, when, as a minor, he was charged in Pennsylvania with involvement in a mass casualty plot and possession of child sexual abuse material, and was adjudicated a juvenile delinquent. A new investigation was opened after an anonymous tip on March 19 indicated that, shortly after his release from a juvenile detention facility, he began ordering "mysterious" packages and renewing contacts with individuals from his past.
Surveillance and Arrest
Last Friday, FBI agents tracked Kramer as he left his home with a bag and went to purchase a burner phone. He subsequently met with another individual, retrieved a long black bag from the trunk of a car, and drove to a hotel in Cranberry Township, where he paid for a room in cash. He was later spotted at the firearm counter of a sporting goods store.
Agents arrested him after he returned to the hotel. Searches of his person, hotel room, and home yielded a semi-automatic rifle, five magazines, 190 rounds of ammunition, a rifle scope and tripod, pepper spray, and roughly 30 knives. Additionally, a handwritten note was recovered containing the phrase: "Do not look for me."
FBI Director Kash Patel stated that Kramer planned "a violent attack in support of ISIS," noting that he consumed online terrorist propaganda, formulated attack ideas, and repeatedly made extremist statements while arming himself. US Attorney Todd Blanche stated that law enforcement action "thwarted the alleged attack before innocent lives could be lost." Kramer was booked into the Butler County Prison, and prosecutors have requested he be held without bail.
