Winners of the "Mechir le-Mishtaken" affordable housing lottery in Netanya's Havatzelet ha-Sharon district are finally seeing progress, nearly three years after winning the draw in July 2022. The project, developed by Amram Avraham, faced prolonged administrative delays, leaving hundreds of families waiting while continuing to pay high rental costs. Recent reports indicate that the company has secured conditional building permits, alongside excavation and shoring approvals, allowing preliminary construction work to begin on-site.

The large-scale residential initiative encompasses 1,490 housing units across the complex, following a highly competitive Israel Land Authority tender held in March 2022 that drew 58 bids. Of these, 888 apartments are designated for subsidized lottery winners, while the remainder will be sold on the open market. Amram Avraham and Peretz Luzon are among the primary developers involved in the multi-lot initiative.

Subsidized three-room apartments within the project are priced between 1.6 million and 1.8 million NIS, offering a substantial discount compared to prevailing market values in the surrounding area. Real estate analysts estimate that successful participants could accumulate significant equity gains by the time construction concludes in roughly three years, given the strong demand in Netanya's newest northern corridor.

Following the recent breakthrough in permit approvals, developers have initiated online briefing sessions for apartment winners, with formal unit selection events scheduled for later this month. Under current regulatory guidelines, beneficiaries are restricted from selling their subsidized properties within seven years of winning the initial lottery, though market experts anticipate robust resale activity once final completion is reached.
