Mitzpe Ramon Land Tender Offers Discounted Plots to IDF Combat Reservists
The Israel Land Authority allocated 51 heavily discounted plots in Mitzpe Ramon's Maof neighborhood primarily to IDF combat reservists. While land costs drop to 20,000 NIS, total construction expenses for oversized homes approach 3 million NIS.
The Israel Land Authority has closed a new tender offering 51 plots at affordable prices in the Maof neighborhood of Mitzpe Ramon, primarily designated for IDF reservists. Under the allocation terms, non-military home-seekers and support-role reservists receive secondary priority. Specifically, 23 plots are allocated to combat soldiers, 5 for individuals with disabilities, and the remainder exclusively for local combat reservists residing in Mitzpe Ramon. This initiative aims to reshape the local demographic mix in a town where approximately 56% of residents currently rent their homes.
Maof Neighborhood Development and Specifications
The Maof neighborhood is slated to comprise about 1,500 housing units, expanding the local population through low-rise buildings capped at four stories alongside single-family homes. Following an umbrella agreement signed between the state and the local council in April, backed by an 800 million NIS government investment, Mitzpe Ramon is set for a massive transformation. Most plots in the recent tender range between 300 and 500 square meters. Building rights permit primary structures of up to 190 square meters, supplemented by 60 square meters of service space and a 40-square-meter basement, representing unusually large dimensions for standard regional plots.
Financial Breakdown and Construction Costs
Appraised land values average between 300,000 and 400,000 NIS, but heavy state discounts drop final acquisition costs dramatically. A homeless combat soldier will pay roughly 20,000 to 30,000 NIS for the land, while a combat soldier who already owns property pays 30,000 to 40,000 NIS. Development expenses vary from 300,000 to 350,000 NIS for smaller plots and reach up to 600,000 NIS for larger ones. Consequently, total land and development outlays for combat veterans hover around 450,000 NIS.
"The challenge lies in construction expenses. Building a private home currently costs at least 11,000 NIS per square meter, meaning a 230-square-meter project including a basement will easily exceed 2.5 million NIS in structural costs alone."
Factoring in professional fees and high-end finishes, total expenses can approach 3 million NIS. While comparable 200-square-meter cottages in Mitzpe Ramon trade around 2.5 to 2.7 million NIS on the open market, the massive building rights and basement inclusions offer distinct long-term value, provided buyers navigate bureaucratic hurdles with the Israel Land Authority successfully.
