Missouri Foster Mother Avoids Prison After Trading Teenager for Exotic Animal
Missouri foster mother Brenda Deutsch, 70, avoided prison despite being convicted of abusing a teenager and trading her for an exotic animal. Judge Thomas Frawley suspended her 7-year sentence, opting for probation and revoking her license.
One of the most bizarre and severe child abuse cases in recent U.S. history has concluded in a Missouri court, leaving the victims stunned. Brenda Deutsch, a 70-year-old foster mother convicted of child endangerment and physical and mental abuse, managed to avoid active prison time.
Although District Judge Thomas Frawley called her a "despicable person" and personally apologized to the victims in the courtroom for the system's failure, he chose to suspend her prison sentence, opting instead for probation and the revocation of her foster care license.
Exchanging a Child for an Exotic Animal
Deutsch, who had served as a foster mother to more than 200 children over the years, faced severe criminal charges of child abuse, neglect, and child endangerment. The investigation began after Deutsch requested permission to transport a foster girl, now 17, to visit a friend in Texas. Days later, social services received an anonymous tip reporting severe physical and emotional abuse.
Investigators uncovered a horrifying scenario: Deutsch had abandoned the teenager in a neglected, unsanitary Texas home filled with exotic animals, belonging to a woman Deutsch admitted in court she barely knew. Evidence revealed that Deutsch had essentially "traded" the girl for an exotic animal, telling her contact in Texas that she could keep the child, while adding:
"I will continue to receive the monthly foster care subsidy check."
The teenager was eventually rescued by Texas child protective services.
Systematic Abuse and Daughter's Testimony
The victim described a routine of extreme violence, including being beaten with a shoehorn and other household objects. In one instance, she testified to lying helpless on the floor, trying to cushion the blows to her body. Furthermore, Deutsch routinely confiscated her clothes and threatened to kill her if she did not stay quiet.
Deutsch's biological daughter, Breena Johnson, testified against her mother and provided investigators with incriminating text messages.
Breena Johnson stated:
"She had at least seven monkeys, that was her thing. But she wasn't any nicer to those monkeys than she was to the kids."
Suspended Sentence and Systemic Failure
Judge Thomas Frawley sentenced Deutsch to seven years in prison but suspended the execution of the sentence, placing her on three years of supervised probation. This decision allows Deutsch to remain free as long as she complies with the probation terms.
However, the judge used the hearing to revoke Deutsch's foster care license directly from the bench. He sharply criticized state authorities for allowing her to maintain her license for decades and tearfully apologized to the victims in the courtroom for how the foster care system had abandoned them.
Outside the courthouse, Deutsch refused to comment, hiding her face with a piece of paper before fleeing in her vehicle. Her biological daughter, who accompanied the victim to the hearing, expressed deep disappointment that her mother was not sent to prison:
"I'm kind of speechless, this is not the ending we hoped for. However, it was good to hear someone from the other side of the bench admit that the system completely failed all of us."
