NYC Comptroller Mark Levine Reverses Pledge to Buy Israel Bonds
New York City Comptroller Mark Levine reversed his campaign promise to resume municipal pension investments in Israel bonds, citing technical and financial constraints.

New York City Comptroller Mark Levine has backtracked on his campaign promise to resume municipal pension fund investments in Israel bonds, citing purely financial and technical reasons in an interview with The New York Times.
Financial Concerns and Credit Ratings
Levine, a prominent pro-Israel Democrat, stated that his office and investment team decided against purchasing the bonds at this time due to technical challenges and financial considerations. The decision maintains the policy established by his predecessor, Brad Lander, who declined to renew maturing Israeli bonds in 2023 when holdings totaled roughly 40 million dollars.
“I always said it would be based on financial considerations only, and not on politics—that remains my position,” Levine said. “But right now, we feel that due to a number of technical challenges and financial considerations, this is not an investment we can make at this moment.”
The comptroller's office pointed to credit rating downgrades resulting from ongoing conflicts as a key factor reducing the investment's attractiveness. Although rating agencies stabilized their outlooks, overall ratings remain below early 2023 levels, while short-term Israeli bonds yielding slightly over 5 percent lag behind the recent performance of the municipal pension system.
Political Context and Personal Ties
The issue carries distinct political undertones, with New York City Mayor Zohran Mamdani opposing the reinvestment. Levine acknowledged that the choice was personally difficult, noting his Jewish heritage, fluency in Hebrew, and familial ties to the country, alongside criticism of Prime Minister Benjamin Netanyahu's government.
Despite halting new purchases, the municipal pension system still maintains over 285 million dollars in investments across various Israeli companies.
