Lessons learned? Expected changes regarding stopped or cancelled matches

The Football Association's management is set to discuss a proposal today to approve significant changes to the championship and disciplinary regulations. Following a season marked by match cancellations and technical losses due to fan riots, a special committee was formed to re-examine the balance between maintaining sporting integrity and ensuring effective disciplinary deterrence.

After conducting a comprehensive review of domestic and international practices, and consulting with club representatives, legal experts, and judges, the committee has formulated professional recommendations for management's approval.

Key recommendations include:

If a match fails to start due to fan riots, the default procedure will be a replay behind closed doors, subject to judicial discretion in exceptional cases.
If a match is stopped during play, the default will be a continuation of the game without an audience, with the court considering the specific circumstances, the timing of the stoppage, and the score at that moment.
When away fans are responsible for an incident, the replay will be held without away supporters, and the visiting team will bear the match organization costs. Disciplinary rulings on the match's outcome must be issued within 48 hours.

Disciplinary measures will be tightened: point deductions for incidents leading to cancellation will increase from one to two points. However, teams may convert one of these points into a suspended sentence if they can prove they took concrete action against the specific fans responsible.

Furthermore, the application of bans on away fan tickets has been improved. Such penalties will no longer be served twice against the same team consecutively; instead, they will be postponed to the following match. Additionally, it was determined that during the second round of the upper playoffs, such a ban will not be enforced for the "match of the season" (when the competing teams are ranked first and second).
