Jerusalem Mayor Moshe Lion revealed a new Ministry of Defense strategic plan for 2027–2028 aimed at strengthening the demographic and technological status of the capital. Speaking at the Jerusalem Business Conference, Lion displayed a document outlining initiatives to reinforce the city's Zionist and serving population.

According to the disclosed section, the strategy seeks to solidify Jerusalem's status as a security and technological hub by implementing a cooperation agreement signed between the Ministry of Defense and the Jerusalem Municipality. The initiative is designed to bolster the city's demographic balance amidst ongoing concerns regarding population trends.

Demographic data from the Jerusalem Institute for Policy Research and the Central Bureau of Statistics indicate that non-serving populations currently account for nearly 70% of Jerusalem's residents, comprising approximately 40% Arab and 30% Haredi residents. High birth rates in these communities have driven young, productive families to relocate to cities such as Modi'in and the central region due to challenges regarding housing and employment.

To counteract this migration, a sweeping framework agreement signed in December 2025 outlines the establishment of a major security campus in the capital. The project includes a 30-story tower housing defense agencies, offices for the Minister of Defense and the IDF Chief of General Staff, and a facility for the Directorate of Defense Research and Development (DDR&D).
